Thursday, October 1, 2009   9:30 a.m.

The regular meeting of the County Commissioners was held today, all members present.

Comm. Stohler presiding.

 

The meeting opened with the Pledge to the Flag.

 

The Commissioners approved the minutes the previous meeting.

Sallie Neuin, Lebanon County Treasurer, presented the weekly Treasurer’s report with expenditures for $ 1,742,905.26.

 

 Mark Chegwidden, Agricultural Resource Coordinator of the Lebanon County Conservation District, met with the Commissioners met with the Commissioners to conduct a Right-to-be-Heard hearing on the proposed preservation of the George Krall 89.08 acres of farmland located in Heidelberg Township, Schaefferstown, PA.  The easement purchase price per acre is $2,500.00.   

 

 The Commissioners adopted Resolution Number 10-1-09 for the Lower Susquehanna Center for Land and Water.  The purpose of the Plan was to develop a strategy to ensure the future quality of life in the Lower Susquehanna region by protecting the region’s land and water. 

  

Trish Ward, Mayor of the City of Lebanon, met with the Commissioners to request funding from the Affordable Housing Fund to continue the housing rehabilitation and first-time homebuyer program in the City.  Raymond Bender, Executive Director of the Lebanon County Housing and Redevelopment Authority was in attendance.

  

The Commissioners approved an allocation of funds to the City of Lebanon from the Act 137 Affordable Housing Fund Program in the amount of $250,280.00 to be distributed on an as needed basis.  These funds are to be used to assist with the continuation of housing rehabilitation and the first-time homebuyer program in the City of Lebanon.

Benjamin Herskowitz, HazMat Chief of Lebanon County Emergency Management Agency (EMA) Hazardous Materials Response Team, met with the Commissioners to seek permission to apply for a Jim Beam/Terry Farrell Foundation, Firefighting Support Foundation and Pennsylvania State Fire grants for the EMA HazMat Team.  John Wilson, Deputy of EMA and Shawn Philip, HazMat Volunteer were also in attendance.

  

It was moved by Comm. Litz to authorize the Emergency Management Agency staff to apply for the presented grants.  Motion died for lack of a second.

 

 Comm. Stohler stated that these grants are similar to what fire companies can apply for and that HazMat should not compete for the same grants; and also stated that HazMat could put their efforts into reaching out to the public and focus on hazardous material prevention.  A lengthy discussion followed. 

 

 It was moved by Comm. Stohler, seconded by Comm. Carpenter to deny a request from the Lebanon County Hazardous Materials Response Team to pursue the presented grants for buying equipment and 501C3 (nonprofit) status.  Comm. Stohler and Comm. Carpenter voted “Aye”, Comm. Litz voted “Nay”.  Motion carried.

  

Dennis Firestone, Lebanon County Purchasing Agent, met with the Commissioners to open the following bids received for the Roof Replacement Project for the Lebanon County Correctional Facility:  Payment to be made from the 2008 Capital Loan.  Award of the contract will be made at a later date.

 At 10:45 a.m., the Commissioners met in an executive session to discuss union negotiations.

 

 At 1:30 p.m., the Commissioners sat as the County Board of Assessment Revision of Taxes to hear assessment appeals.

The meeting opened with the Pledge to the Flag.

 

 The Commissioners approved the minutes the previous meeting.

Ranae Lemke, 1st Deputy in the Treasurer's Office, presented the weekly Treasurer’s report with expenditures for $2,612,770.41. 

 

This week’s net payroll is in the amount of $1,030,719.21.

 

The Commissioners approved the transfer of $986,523.75 from the General Fund to the 2003B General Obligation Bonds held in Fulton Financial Advisors to pay principal and interest due on October 15, 2009. 

  

The Commissioners approved the transfer of $436,772.50 from the General Fund to the 2004B General Obligation Bonds held in Fulton Financial Advisors to pay the final payment on the principal and interest due on October 15, 2009. 

 

 The Commissioners approved the transfer of $28,096.99 from the General Fund to the 2009 General Obligation Bonds held in Fulton Financial Advisors to pay principal and interest due on October 15, 2009. 

 

The Commissioners approved the transfer of $310,530.94 from the General Fund to the 2006 Loan Fund held in Wachovia Bank to pay interest due on October 15, 2009. 

 

The Commissioners approved the transfer of $30,631.17 from the General Fund to the 2008 Loan Fund held in Wachovia Bank to pay interest due on October 15, 2009. 

 

The Commissioners approved and signed a contract between Lebanon County and the Department of Community and Economic Development (DCED) for the Homeless Prevention & Rapid Re-housing Program in the amount of $380119.00.  The contract is in effective from September 17, 2009 to August 12, 2012.  This contact is part of the stimulus funding that will assist homeless and folks in threat of becoming homeless. 

  

The Commissioners awarded the contract for a roof replacement on the Correctional Facility to Breeding Construction, Inc, Lorton, VA 22079 at their low bid of $324,784. 

  

Dennis Firestone, Lebanon County Purchasing along with Michael Kristovensky, Administrator and Dean Mease, Senior Center Service Director for the Lebanon County Area Agency on Aging, met with the Commissioners to open the following bids received for Meal Preparation/Delivery for Bulk and Individual Meals–Senior Center and Meals on Wheels:  Award of the contract will be made at a later date.

 Thursday, October 15, 2009   9:30 a.m. 

The regular meeting of the County Commissioners was held today, all members present.

Comm. Stohler presiding.

 

 The meeting opened with the Pledge to the Flag.

 

 The Commissioners approved the minutes the previous meeting.

Sallie Neuin, Lebanon County Treasurer, presented the weekly Treasurer’s report with expenditures for $2,966,590.11.

  

The Commissioners accepted and signed the State Fiscal Year 2009-2010 Act 165 Hazardous Material Response Fund (HMRF) Grant Program, administered by the Pennsylvania Emergency Management in the amount of $10,136.00 to be used to carry out the purposes, goals and objectives of SARA, Title III, and the Commonwealth’s hazardous material safety program. 

  

The Commissioners entered into a contract between the Commonwealth of Pennsylvania acting through the Department of Community and Economic Development (DCED), Stimulus Community Services Block Grant (CSBG) (ARRA) Program Contract and Lebanon County Community Action Partnership (CAP).   The contract is in the amount of $449,664.00, and is in effect from July 1, 2009 to September 30, 2010.  Services provided will be for child care, transportation, computer classes, rental assistance, budgeting counseling and life skills education. 

  

The Commissioenrs approved Part 1 applications for funding from the Comprehensive Plan Implementation Fund for the Annville-Cleona Regional Comprehensive Plan and the Cornwall-Lebanon School District.  The applications seek Category2 funding assistance during this 3rd round for applications, ending September 30, 2009. 

  

The Commissioners adopted a Proclamation to extend congratulations to the membership of St. John’s United Church of Christ, Lebanon on their “150TH ANNIVERSARY, and we further ask God’s blessings upon the congregation in the continuation of their ministry within our community.  St. John’s United Church of Christ is located at 925-931 Willow Street, Lebanon, Pennsylvania. 

  

The Commissioners adopted a Proclamation to extend congratulations the Lebanon County Conservation District on its 60 years of excellent service. The Lebanon County Conservation District was established on May 23, 1949, and has pioneered numerous programs promoting responsible management of our water and soil in Lebanon County.

  

Michael Kristovensky, Administrator, Joseph Lescisko, Deputy Administrator and Dean Mease, Senior Center Service Director for the Lebanon County Area Agency on Aging, met with the Commissioners to discuss the low bid received for Meal Preparation/Delivery for Bulk and Individual Meals–Senior Center and Meals on Wheels.   Mr. Kristovensky stated that PCN informed him that their bid price of $4.01 was for meals delivered to a central location, not delivered to each consumer's residence.

 

Dennis Firestone, Lebanon County Purchasing Agent, met with the Commissioners to recommend award the Meal Preparation/Delivery for Bulk and Individual Meals–Senior Center and Meals on Wheels contract.

  

The Commissioners, upon further recommendation of the County Solicitor, to award the Meal Preparation/Delivery for Bulk and Individual Meals–Senior Center and Meals on Wheels to PCN/Nutrition Group at their low bid price of $4.01.

Wednesday, October 21, 2009   10:30 a.m. 

The regular meeting of the County Commissioners was held today at Cedar Haven, all members present.  Comm. Stohler presiding.

 

The Commissioners asked for public comment and no comments were heard.

Edward Schlegel, Administrator and Marcia Krause, Assistant Administrator of Cedar Haven, met with the Commissioners to discuss the business matters of Cedar Haven.

 

It was moved by Comm. Carpenter, seconded by Comm. Litz to adjourn the meeting.

At 12:00 noon, the Commissioners met with other members of the Prison Board to conduct their monthly meeting. 

 

 Thursday, October 22, 2009   9:30 a.m. 

The regular meeting of the County Commissioners was held today, all members present.  Comm. Stohler presiding.

 

 The meeting opened with the Pledge to the Flag.

  

The Commissioners approved the minutes the previous meeting.

 

 Sallie Neuin, Lebanon County Treasurer, presented the weekly Treasurer’s report with expenditures for $2,113,676.06. 

This week’s net payroll is in the amount of $1,021,738.24. 

  

The Commissioners, upon the recommendation of County Treasurer Neuin, to approve and sign a Corporate Authorization Resolution for Community Action Partnership (CAP) to establish a new account at Fredericksburg National Bank for the Community Service Block Grant (CSBG) Stimulus.  

  

The Commissioners approved and signed the 4th quarterly report for Help America Vote Act (HAVA) Section 101 Funds.  The grant award amount was $26,484.03 and the remaining dollar amount is $10,213.52 for fourth quarter reporting period of July-September 2009. The expenditure is in the amount of $4,846.63. 

 

 The Commissioners approved and signed the 4th quarterly report for Help America Vote Act (HAVA) Section 102 Funds for distribution of HAVA Interest-1.  The grant amount was $35,752.18 fourth quarter reporting period of July-September 2009. 

 

 The Commissioners approved and signed the 4th quarterly report for Help America Vote Act (HAVA) Section 251 Funds for distribution of HAVA Interest-1.  The grant amount was $58,042.30 for fourth quarter reporting period of January-March 2009. 

  

The Commissioners approved and signed the 4th quarterly report for Help America Vote Act (HAVA) Section 261 Funds.  The grant award amount was $7,832.59 for the second quarter reporting period of July-September 2009. The expenditure is in the amount of $7,832.59.  

 

It was moved by Comm. Litz, seconded by Comm. Carpenter to adopt a proclamation to proclaim Red Ribbon Week in the County of Lebanon.  NOW, THEREFORE, WE, The Lebanon Commissioners hereby proclaim the week of October 18-31, 2009 as “RED RIBBON WEEK” in Lebanon County, and we further encourage all our citizens to unite in helping our County become a drug free community.

 

 Dr. Yocum, Lebanon County Coroner and Chairman of the Pandemic Influenza Task Force along with Daniel Kauffman, Director and Brian Burke, Planning Officer of the Lebanon County Emergency Management Agency, met with the Commissioners to present an update of the H1N1 Virus in Lebanon County.  A lengthy question and answer session followed.

  

The Commissioners adopted Resolution No. 10-22-09 to designate the Lebanon Valley Economic Development Corporation as the Industrial Development Organization for the County of Lebanon.  This resolution will equip LVEDC with full power and authority to represent said County in all matters relevant to and for all purposes of the Industrial Development Assistance Law:  WHEREAS, the General Assembly of the Commonwealth of Pennsylvania has enacted and amended the Industrial Development Assistance Law for the purpose of promoting the welfare of the people of the Commonwealth by the rendering of financial assistance to industrial development organizations engaged in promoting the development and expansion of business, industry and commerce in the respective counties of the Commonwealth; and WHEREAS, pursuant to the provisions of the Industrial Development Assistance Law only one such industrial development organization shall be designated and qualified in each county to receive such financial assistance in accordance with the provision of said law; and WHEREAS, to so qualify for such financial assistance an industrial development organization must be designated for that purpose by the Board of County Commissioners of the county which such industrial development organization is to represent; and WHEREAS, the Lebanon Valley Economic Development Corporation with its principal office at 445 Schaeffer Road, Lebanon, PA 17042 has been designated by the Board of Commissioners of the County of Lebanon, Pennsylvania to be the industrial development organization to represent the said county for the purposes of the Industrial Development Assistance Law.
