The regular meeting of the County Commissioners was held today, all members present. Stohler presiding.
The meeting opened with the Pledge to the Flag.
The Commissioners approved the minutes the previous meeting.
Sallie Neuin, Lebanon County Treasurer, presented the weekly Treasurer’s report with expenditures for 3,041,418.79.
This week’s net payroll is in the amount of $ 1,025,738.07.
Loyal “Phil” Hall, West Nile Virus Program Manager in the Penn State Extension of Lebanon County Office, met with the Commissioners to present a report of the 2009 Tire Collection that will be held April 6, 2009 from 8:00 a.m. to 6:00 p.m.
The Commissioenrs approved to accept the Forensic Assistance to Aid in Gang and Firearm Cases funding from the Project Safe Neighborhoods Task Force operating under the direction of the U.S. Attorney for the Middle District and the Pennsylvania Commission on Crime and Delinquency. This award is in the amount of $19,436 for the project period of December 1, 2008 to November 30, 2009.
The Commissioners approved and signed Resolution #2009-1 which resolves that the Lebanon County Commissioners on behalf of the Lebanon County Metropolitan Planning Organization (LEBCO MPO) and the Lebanon County Planning Department (LCPD), which serves as the staff agency for the LEBCO MPO, authorizes the Chairman of the Lebanon County Commissioners to sign future agreements between PennDOT and the County for the Unified Planning Work Programs (UPWPs).
Denise Becker resigned as a member of the Community Action Partnership Administering Board.
Kristina Slick was appointed member of the Community Action Partnership Administering Board to fill the unexpired term of Denise Becker. This term will end August 15, 2009.
The Commissioners approved and signed a letter of support addressed to Senator Arlen Specter, Senator Robert Casey and Representative Holden, on behalf of North Londonderry Township for funding through the State and Tribal Assistance Grant (STAG) Program for the planned wastewater treatment plant upgrade.

Wednesday, March 18, 2009 10:30 a.m.
The regular meeting of the County Commissioners was held today at Cedar Haven, all members presiding. Comm. Stohler presiding.
The Commissioners asked for public comment and no comments were heard.
Edward Schlegel, Administrator and Marcia Krause, Assistant Administrator of Cedar Haven, met with the Commissioners to discuss the business matters of Cedar Haven.
The occupancy at the facility is 99% capacity.
The Pennsylvania Department of Education visited the facility on March 5th to assess the Nurse Aide training program.
The Volunteer Banquet will be held April 27th at 12:30 p.m. in the Main Dining Room.
The Cedar Haven Spring Fling will be held Saturday, April 4th from 10:00 a.m. to 4:00 p.m.
Donald Bollinger, Board Member, Charles (Chuck) Wertz, District Manager and Leigh Beamesderfer, Forester of the Lebanon County Conservation District, met with the Commissioners to discuss various issues relating to the operation of the Conservation District.
The Commissioners approved and signed, on behalf of the Housing Authority of the County of Lebanon, the Certificate of Consistency with the Consolidated Plan Fiscal Years 2009-2013 and the Public Housing Agency Annual Plan for Fiscal Year 2009.
The Commissioners approved and signed the Pennsylvania Emergency Management Agency (PEMA), the 2009/2010 Emergency Management Performance Grant (EMPG) application.
The purpose of this submission is that PEMA, on behalf of eligible participants and the Commonwealth, annually applies to the U.S. Department of Homeland Security (DHS) for federal EMPG funds.
It was moved by Comm. Litz, seconded by Comm. Carpenter to adjourn the meeting.
At 12:00 noon, the Commissioners met with other members of the Prison Board to conduct their monthly meeting.

The Commissioners approved the minutes the previous meeting.
Sallie Neuin, Lebanon County Treasurer, presented the weekly Treasurer’s report with expenditures for $3,620,491.40.
The Commissioners approved to accept the Continuation Subgrant Award from the Pennsylvania Commission on Crime and Delinquency in the amount of $119,963.00 for the project period of July 1, 2009 to June 30, 2011. This grant will be used by the Office of the District Attorney for the Victim/Witness Assistance Program which is a comprehensive program that serves crime victims in Lebanon County. Services provided include accompaniment, criminal justice support and advocacy, CVC and restitution assistance, early outreach, orientation and notification.
The Commissioners approved and signed the STOP 2008-2009 Grant Modification Proposal. The Pennsylvania Commission on Crime and Delinquency (PCCD) has decided to move the STOP Grant cycle from a fiscal year to a calendar year. The STOP Grant is extended for an additional six months through December 31, 2009 and augmenting funds with an additional $39,826.00.
Cindy Heisey, Chair of the Lebanon County Commission for Women, met with the Commissioners to review the 2008/2009 functions of the Commission and to receive a proclamation. Nori Fisher, Vice Chair, Susan Klarsch, Treasurer and Pamela Tricamo, Member was also in attendance.
The Commissioners adopted the following proclamation to proclaim the month of March 2009 as Women’s History Month in the County of Lebanon.
The Commissioners approved and signed the farm lease agreement between the County of Lebanon and Kenneth J. Reist, Lebanon, PA, for rental of county-owned property located along 422 East in South Lebanon Township, Lebanon, PA. The term of this lease shall be from January 1, 2009 to December 31, 2009 at an annual rental of $1,000.00 per year.
Commissioner Litz presented the concept of a new Emergency Management Agency Center proposal, and stated that Lebanon County is currently not in compliance with a back-up Emergency Operations (911) Center. Funds for the project would be available through 2009 Recovery Act (the Stimulus Act) that can replace the local share.
It was moved by Comm. Litz to explore negotiating grants to fund a new 911 center for Lebanon County. Motion died for lack of a second.
The Commissioners approved and signed the Blanket Amendment to the County Applications and Agreements for the receipt of federal financial assistance provided by the Commonwealth of Pennsylvania, acting through the Department of State (DOA), under the following provisions of the Help America Vote Act of 2002 (HAVA). Lebanon County has applied for and has been awarded grants under the following HAVA Sections. The purpose of the grants is to provide financial assistance to the County so that it might accomplish activities that are required under HAVA:
Title I, Section 101 Title I, Section 102
Title II, Section 251 Title II, Section 261
The Commissioners approved and signed the Pennsylvania Commission on Crime and Delinquency (PCCD) grant application in the amount of $704,846.00. The project budget year will run from July 1, 2009 through June 30, 2010. This grant will be used for the Renaissance Crossroads Program and will provide a collaborative treatment based intermediate punishment program which will serve Level 3 and Level 4 non-violent drug addicted offenders in Lebanon County.
Leigh Beamesderfer, Forester in the Lebanon County Conservation District, met with the Commissioners to announce that the Conservation District Board agreed to continue to administer the Gypsy Moth Program for Lebanon County.
The Commissioners authorized the Conservation District (LCCD) to move forward with the Gypsy Moth Program for Lebanon County following the program as required by the Department of Conservation and Natural Resources (DCNR). Municipalities interested in participating in the program will share in its administration by handling the billing within their spray blocks. LCCD will assist each participating municipality by supplying a list of names, addresses, total acreage, cost per acre, and total cost per township. No county money will be utilized for the 2010 Gypsy Moth Program.
The Commissioners approved and signed the Helicopter Applicators Incorporated, Local Government Acknowledge/Approval Of Aerial Spray Operations For Gypsy Moth Control. Lebanon County acknowledges the use of aircraft for the application of insecticide to control gypsy moth populations in Lebanon County. This approval is in compliance with FAA Federal Aviation Regulations (FAR) Part 137.51.

At 11:00 a.m. the Commissioners sat as the County Board of Elections to cast lots for positions on the 2009 May primary ballot that have multiple candidates.
At 1:30 p.m. the Commissioners sat as the County Board of Assessment.

This week’s net payroll is in the amount of $1,031,531.13.
The Commissioners approved a contract between the County of Lebanon and Berks County Detention Center for calendar year 2009 in the amount of $236.92.
The Commissioners accepted the Continuation Subgrant Award from the Pennsylvania Commission on Crime and Delinquency as follows. The grant will be used by the Office of the District Attorney for the Juvenile Victim/Witness Service Provider:

Commissioner Litz presented a video of a visit she made on March 24th to the Emergency Management Agency (EMA) Radio Tower sites in Grantville and Cornwall. In addition, Commissioner Litz stated her belief that the County should pursue Federal Stimulus funding to construct and equip a new Public Service Answering Point (PSAP).
